Overview
Tla’amin Nation is inviting proposals from qualified fishers to lease the Nation’s Halibut ZN Licence (Category L / ZN Rockfish) for the 2026 fishing season.
This is an opportunity to work alongside Tla’amin Nation while supporting domestic food access and creating benefits for Tla’amin citizens.

Scope of Work
The successful proponent will:
- Fish Tla’amin Nation’s Halibut ZN Licence for the 2026 season
- Provide 1,000 lbs of halibut (at cost) for Tla’amin domestic use
- Submit a cash offer to lease the licence
What to Include in Your Proposal
Proposals should include:
- Contact information (name, vessel details, phone, email)
- Cash offer to lease the licence
- Opportunities for employment or training for Tla’amin citizens
- Executive summary demonstrating understanding of the opportunity
- Company experience and years in operation
- Key personnel and roles
- 2–3 relevant project references
- Proposed approach and timeline
- Budget and cost breakdown
- Billing structure
- WorkSafeBC clearance
- Proof of general liability insurance
Evaluation Criteria
Proposals will be evaluated based on:
- Budget and financial offer – 55%
- Experience and qualifications – 20%
- Project approach and timeline – 20%
- Completeness and understanding – 5%
Tla’amin Nation may shortlist applicants for interviews and reserves the right not to select any proposal.

Tla’amin Nation is part of the northern Coast Salish ʔayʔajuθəm-speaking peoples, with nearly 1,200 citizens.
Our territory spans over 400 km² along the northern Sunshine Coast and across both sides of the Salish Sea. Our main village, tiskʷət (tišosəm), is located just north of Powell River.
Since April 5, 2016, Tla’amin Nation has been self-governing under our Modern Treaty, with authority over land use, planning, and resource management on Tla’amin Lands.
