Design Development & Implementation Readiness

Tla’amin Nation is inviting proposals from qualified multidisciplinary consultant teams to advance Phase 2 of the Shoreline Naturalization Project in t̓išosəm.

Building on earlier technical studies, this phase moves the project from assessment into practical implementation. Using a nature-based “Green Shores” approach, the work will refine shoreline protection concepts, support permitting, and prepare a clear path toward construction.

The project aims to reduce coastal flooding and erosion risks while restoring ecological function and aligning shoreline management with Tla’amin law. It will also help provide clarity for shoreline leaseholders and landowners as climate change and sea level rise increase impacts along the coast.

Scope of Work

The selected consultant will:

  • Refine shoreline concepts at Scuttle Bay, Klahanie, Town Beach, and east of Sliammon Creek
  • Develop concept visuals for community engagement
  • Prepare Issued-for-Permitting (IFP) design drawings and cost estimates
  • Support regulatory approvals with federal and provincial agencies
  • Create an implementation and phasing strategy (2026–2027)
  • Produce clear educational materials for community and shoreline residents

Tla’amin Nation will lead engagement and provide planning documents, data, and coordination through the Comprehensive Nation Plan team.

Timeline

  • Proposal deadline: March 27, 2026 at 4:30 PM (Pacific)
  • Project completion: No later than February 28, 2027
